Sharp Drop in Self-Employed Numbers Marks First Decline in Over a Decade

In the first quarter of 2025, the number of self-employed workers and freelancers dropped by 28,000 compared to the same period in 2024. This marks the first decline in such numbers since records began in 2013. Until now, the self-employed workforce had only seen consistent growth.

The drop has been linked to stricter enforcement of labor rules targeting fake self-employment—where individuals are hired as freelancers to perform tasks that should legally fall under employee contracts. This enforcement began at the start of the year.

However, reports this April indicated that the decline began to stabilize.
