Not Allowed to Remain in Old System

He cautioned that accommodating people in the old system could "stunt" pension growth and greatly increase costs because state and local governments would still have to maintain two systems for current and future employees. The pension funds, trade unions, employers and the Council of the State also had no support for the plan.
