Development and Testing Phases
Development of GPT-NL began in 2023 when the Dutch Ministry of Economic Affairs invested 13.5 million euros into this project. GPT-NL has reached the practical testing phase, during which public institutions will assess its performance and possible uses within their organisations. TNO and NFI are both implementing GPT-NL in their own business processes.
Access to GPT-NL will remain controlled, as it was never intended for individual or private use, and thus will only be made available to approved organisations. In July of 2023, media organisations in the Netherlands, including ANP, confirmed that they will contribute to the training of GPT-NL by providing archives of past news articles. If GPT-NL goes commercial, the contributors of these archives will receive some compensation.
Emphasis on Privacy and National AI Strategy
TNO has identified GPT-NL's primary goal to be a language model that leverages additional capabilities to process natural language while ensuring significant adherence to all European and Dutch privacy laws. TNO has reported that in the future, GPT-NL may be the first large language model that will be able to demonstrate significant compliance with the requirements outlined in the General Data Protection Regulation (GDPR).
The Association of Dutch Municipalities (VNG) embraces this initiative with participation in governance frameworks to promote quality and responsible use of the data utilised by the AI system. Some parts of the source code of GPT-NL will be released as open source, and datasets that are public will be made available on open licensing terms. Metadata will be used for copyright protection of materials; therefore, the weights of the model will be available under a controlled licensing regime.
The development of GPT-NL is part of a larger national initiative related to generative artificial intelligence, through which the Netherlands intends to increase innovation while ensuring that the system will be deployed in a transparent, fair, and responsible manner, and aligns with the larger agenda of the Dutch Government for AI.
