Dutch Agencies Warn of Rising Russian Sabotage Threat

The risk of sabotage by Russia and pro-Russian actors in the Netherlands is increasing, although a direct military attack by Russia on NATO or Dutch territory remains unlikely. That is the conclusion drawn by the Dutch intelligence services AIVD, MIVD, and the national counter-terrorism agency NCTV in their annual threat assessment focused on state actors.

Sabotage, Espionage Risks on the Rise
According to the report, the shifting global power balance has created turbulent and uncertain times. The threat from Russia continues, and the Netherlands is viewed as a "potential target country" for acts of sabotage and espionage, AIVD director Erik Akerboom said. One area of concern is the sabotage of undersea internet cables in the North Sea, which could cause major disruptions. Other critical infrastructure, such as electricity and water supplies, is also seen as vulnerable targets.

The intelligence services have identified clear signs of sabotage efforts. Pro-Russian individuals are reportedly attempting to delay or hinder aid to Ukraine, while Russian ships have been frequently spotted and escorted away from sensitive areas in the North Sea in recent months.

Espionage by China and Iran is Also a Concern
Beyond Russia, countries such as China and Iran are continuing to conduct espionage operations in an effort to acquire Dutch technology and expertise. These actions, along with sabotage threats, have the potential to cause growing unease and insecurity within Dutch society, the agencies warned.

According to NCTV director Pieter-Jaap Aalbersberg, the situation demands preparedness and resilience. "The threat assessment confirms that we, as the Netherlands, cannot afford to sit idly by. It is not a matter of whether we will experience societally disruptive effects, but when."
The agencies emphasised that the Netherlands should strengthen its defences against foreign interference to protect its infrastructure, national security, and democratic stability.
