The announcement, linked to PKK leader Abdullah Öcalan, is seen by some as a potential shift toward a peaceful resolution. However, there are lingering concerns. Tali pointed out that many Kurdish mayors, MPs, and activists are still behind bars under Turkey's anti-terror laws. He stressed that a meaningful first step would be the release of these detainees.
Calls for International Support and Legal Guarantees
The Kurdish Community Council in the Netherlands, DemNed, echoed cautious optimism. Its chairman, Hüseyin Yildiz, expressed happiness over the chance for peace but underlined the need for international involvement. "We are very happy that there is a chance to reach a solution without bloodshed," he said, adding, "International support is crucial to encourage the Turkish government to come to a peaceful solution for the Kurdish issue."
Despite hopeful sentiments, several analysts remain careful in their outlook. Joost Jongerden, a sociologist and associate professor at Wageningen University, urged restraint. He noted that the PKK's statement includes conditions, making the path forward less straightforward. According to Jongerden, the group's disarmament is tied to PKK leader Abdullah Öcalan, imprisoned since 1999. The PKK is asking for legal guarantees, including official recognition of Kurdish identity, education rights in the Kurdish language, improved conditions for Öcalan, and the release of political prisoners.
Historical Setbacks Influence Skepticism
Jongerden, who has studied the PKK extensively, recalled past failed peace efforts. "In 2013 and 2014, there seemed to be a peace agreement, and the PKK even announced an end to its armed activity," he said. "In 2015, they planned a congress to officially dissolve, but then Turkey restarted the conflict and refused to continue the peace process."
Even so, he acknowledged that the PKK has often been the one to initiate peace talks. "The PKK has always been ready to make the first move, and they expect Turkey to also take action," Jongerden added. As discussions continue and expectations remain cautious, the Kurdish community in the Netherlands hopes this latest development leads to lasting peace.
