The rules cover all civilian drones, whether used by hobbyists or companies like those in aviation or energy that already use them for inspections. Only drones flown by the police or the military, with pre-approval, are allowed.

Violators could face serious penalties, such as fines, permanent confiscation of their drones, or even legal action. Van Bijsterveldt warns that although drones may seem benign, rules in the sky are as strict as they are on the road. “Not even hobby pilots can fly drones,” she said.
