Temporary Housing Permits in the Netherlands Surge by 47% in 2024


The Netherlands saw a sharp increase in permits for temporary homes last year, with nearly 6,200 issued in 2024—a 47% rise compared to 2023. According to Statistics Netherlands (CBS), the total number of permits for such housing between 2020 and 2024 reached around 18,000, highlighting growing interest in flexible housing solutions.

Quick Solutions for Urgent Needs

Temporary homes offer a fast, though short-term, solution to the ongoing housing crisis. These pre-fabricated units, often aimed at students and refugees, can be deployed quickly and typically include shared amenities like kitchens. They are usually built on land awaiting future development and can stay in place for up to 10 years.

Provinces with higher population density issued the most permits. Noord-Brabant led with 1,600 permits in 2024, followed by Noord-Holland and Zuid-Holland. On the other end, Friesland and Groningen issued fewer than 100 permits each.

Municipal Differences and Trends

Among all Dutch municipalities, Tilburg issued the most temporary housing permits from 2020 to 2024, totaling 1,244. Other municipalities with relatively high numbers include Ouder-Amstel, Hengelo, and Utrecht. While larger municipalities often issue more permits, this is not consistent across the board. For instance, major cities like Apeldoorn, Arnhem, and Haarlem issued no permits for temporary homes during this period.

CBS noted that comparing annual figures can be misleading, as many municipalities issue permits in large batches, followed by years of inactivity.
